New York Mayor Signs Order to Allow Use of City Restrooms, Locker Rooms Based on ‘Gender Identity’

NEW YORK — The Democratic mayor of New York City has signed an executive order that allows those of the opposite sex to use city-owned restroom facilities and locker rooms in accordance with their “gender identity.”

The order applies to parks, pool areas, playgrounds, recreation centers, office buildings and other city-owned facilities, and allows persons to use the desired restrooms without having to first show identification or any medical documentation.

“Today’s order makes it clear that New York City fully supports the right of every New Yorker to use the single-sex facility consistent with their gender identity,” Bill de Blasio said in a statement. “New York City is the birthplace of the fight for LGBT rights, and we continue to lead in that fight so every New Yorker can live with dignity.”

The order applies to both transgender and “gender non-conforming” persons, the latter of whom are defined as those “who do not follow other people’s ideas or stereotypes about how they should look or act based on the female or male sex they were assigned at birth.”

There are an estimated 25,000 residents who identify as transgender or gender non-conforming in New York City.

“Every day, no matter where they go, transgender and gender non-conforming New Yorkers are burdened with worry, that when they need the certainty of privacy for personal needs, it won’t be there for them,” said de Blasio’s wife, Chirlane McCray. “Today, we take a step towards equity for those New Yorkers.”

The order comes just months after the New York City Commission on Human Rights announced new guidelines under the city’s Human Rights Law that may impose fines on employers who use masculine pronouns for male workers who wish to identify as women and vice versa.

As previously reported, the Commission released its interpretive guide in December, which includes a prohibition on “[i]ntentionally failing to use an individual’s preferred name, pronoun or title,” such as “repeatedly calling a transgender woman ‘him’ or ‘Mr.’ when she has made it clear that she prefers female pronouns and a female title.”

The guidelines further state that employers “should not limit the options for identification to male and female only,” as “[s]ome transgender and gender non-conforming people prefer to use pronouns other than he/him/his or she/her/hers, such as they/them/theirs or ze/hir.”

Employers are also banned from having dress codes that would require men to dress as men and women to dress as women or to require workers to use the restroom that correlates with their birth gender. Businesses are likewise required to offer health benefits for employees seeking to obtain sex change treatments.

Violations could result in penalties up to $125,000 and up to $250,000 for transgressions of the law that are considered to be “willfull, wanton or malicious conduct.”

However, not all believe that one must support and affirm a person’s desire to live as those of the opposite sex. As previously reported, Walt Heyer, a 75-year-old man who obtained a sex change operation in the 1980’s to live as a woman for eight years before reverting back to his biological gender, is now sharing his story with the world of how Christ redeemed his life and gave him hope.

“Nobody’s ever born a transgender,” he told the Daily Mail last January. “They’re manufactured as a result of something, a developmental childhood issue that has yet to be determined for many people.”

“All of them have some level of depression, and we’re not treating them,” Heyer lamented. “We’re just cutting off body parts and giving them a new name and a new gender.”

“God designed man; He designed women,” he also said in a video recorded last year. “God will redeem the lives of people who struggle with gender identity issues just like I did. He redeemed my life, and I’ve been free from it as a result of that.”

        She will not necessarily be in a cubicle. Our gym locker rooms in high school were open…open showering, open changing area. The changing room at the public pool had cubicles, but anyone could see around the flimsy bit of curtain hung across each one. If she goes into the mens room…I don’t care what she is wearing that makes her look like a boy. When she takes it off, everyone will see a female body. And I will just bet some of those guys might leer at her….even make a pass at her. They sure aren’t going to see her as just ‘one of the guys’.

I don’t care if he ‘feels’ like he is a woman. His genitals say otherwise. Anyone can walk in saying they ‘feel’ like a woman, but their sole purpose could be getting their kicks out of peeping at women….of possibly molesting children. (It is already happening where this has become the rule.) It is creating an unsafe and uncomfortable situation for people of both genders. If it is feelings are the criteria now, everyone can use that argument to get anything they want. There was woman in the news lately who felt she was meant to be born blind…so she got a doctor to pour acid into her eyes and now she is blind. That is sick and sad! Another woman feels she was meant to be a cat…she walks around every where meowing and wears a tail and cat ears. We know these people are experiencing delusion…an illness…at the very least… a dysfunction. Should we enable them in their delusions or help them overcome them?           I’ve been to a lot of different countries and have been in unisex bathrooms in most of them, haven’t felt threatened by anyone overtly nor by their mere presence yet, and no one seems to have been bothered by me. in japan I was peeing in a urinal and a cleaning woman came in and began cleaning the urinal next to mine.
          Believe it or not, a child molester can go into the wrong bathroom at any time with our current male/female bathroom setup. the ‘think of the children’ plea is weak.

          aside from performing yoga moves to look under the adjacent stall to check your neighbor’s junk to determine if you should be afraid or not, this does not increase risk for anyone. why not allow or embrace it? it doesn’t affect you. if someone wants to mutilate their body, its none of your business and it doesn’t affect you.
          for the record, I think the person blinding herself and the cat girl are weird as hell, but in the end I just don’t care because it has no impact on me, and dwelling on it does not change that.

That is the only way most of this nonsense is getting done…. shoved down our throats…. today….’executive privilege’! We don’t get any say at all. We just are told this it the way it will be and like it or lump it. That was not what our Founders intended. It is totalitarianism and most people, like yourself, are oblivious to what is happening and sadly, could care less.

            What is to stop a child molester from entering the wrong bathroom right now?…..the law. If a man is seen entering a women’s room, it can be reported to security who will come and kick him out. I have seen it happen in fact.The law has always protected women and children in bathrooms. But…if this nonsense is passed into law …no more.

            A man dressed as a woman could be a pervert…who is to know? He will allowed into women’s restrooms and no one will be allowed to question it. If they do, they will be the ones hauled away and probably get sued to boot.

            1. i am in favor of the effect of this legislation
            2. i am not in favor of the way this legislation was handled

            And, as I responded to her, the high risk of child molestation from family members or persons known to the child, is in no way relevant to this discussion. Why? Because stranger abuse and abductions DO occur and when they do…even one case is one too many. Why give child predators one more way to get access to children. They will use it to their advantage. Just wait and see.

            99 percent of single-victim incidents are committed by males. Gender confused females dressing up as males, going into restrooms…no, not as big a threat to young boys. I would be more concerned about the safety of the gender confused woman herself in a men’s restroom. Men are, just by their nature, more apt to commit sexual assault than women. It is just the way it is and criminal records bare that out.

            So you are in favor of it…just don’t like how it was done without representation. This is the only way it CAN get done… by order rather than by the vote of the people. The majority of people are not going to vote for gender neutral bathrooms. The only way to get this done, is to force it down our throats in the name of ‘civil rights’.

            Just do a google search child sexual molestations taking place in restrooms: Here are only a few of the dozens I found. Even one…TOO MANY!! Can happen anywhere….even in a church….

            1) Birmingham, Ala. A 14-year-old girl was sexually molested in the bathroom of her church Sunday morning, police said. The assault happened about 11:45 a.m. at Greater Temple Missionary church on Fourth Avenue West. Birmingham police Lt. Scott Thurmond said a man entered the church and went into the ladies restroom. Once in the restroom, he encountered the 14-year-old victim. The suspect sexually abused the teen by touching her private parts, Thurmond said.

            2) Santa Anita Mall, Cali A 31-year-old Monterey Park man was arrested for allegedly fondling two 10-year-old boys in the bathroom of a Dave & Buster’s at the Westfield Santa Anita mall in Arcadia, police said Tuesday.
            One of the boys told his mother what happened soon after he left the restroom around 6:45 p.m. Monday night and identified the attacker to her, police said. She chased after the suspect until managers of the restaurant took over the pursuit. Detectives later learned that another boy had also been fondled in the restroom.

            3) Jacksonville, Fla Hours after police announced that a 6-year-old boy was sexually assaulted inside the bathroom of a McDonald’s restaurant, police announced they had arrested a man and charged him with capital sexual battery. the child’s father entered the bathroom about 5 p.m. Thursday and saw a 25- to 30-year-old black man wearing dark clothing leaving a stall where his youngest son was pulling up his pants.
            The father recognized something wasn’t right, he took off after the subject, trying to catch up to him. A family member of the victim…. told News4Jax that this has been horrifying for the family. The woman said not only is this family coping with this horrible event, they’re also facing a lot of criticism, and it hurts.
            “We teach the buddy system, and that’s what they did. She gave the buddy system, and it was corrupted by a grown adult. It doesn’t matter how old you are, a grown man can hurt any age, male or female,” said the family member. The woman also said the parents are being bashed on social media. Her hope is that people will hear her and aim their criticism at the man who did this, not the victim’s mother and father, for allowing the two brothers to go to the bathroom together. “They were in a family-oriented restaurant sitting just a couple chairs away from the bathroom,” the family member said.

            4) Milwaukee, Wisc. Milwaukee police are asking the public to help identify a sexual assault suspect who reportedly assaulted a five-year-old boy inside a restroom at the Walgreens located at 7600 W. Capitol Drive. Police say the suspect followed the boy into the restroom and sexually assaulted him. After the crime, the suspect left the store, and the boy immediately told his parents what happened….

            5) Melbourne, Fla …movie theater bathroom
            An 11-year-old boy was sexually assaulted in a cinema toilet in Melbourne’s north-east while his mother waited outside. The boy ran out to his mother and raised the alarm. The attacker – believed to be aged between 40 and 60 and wearing a hooded jumper – fled with his pants around his ankles. After the boy entered the toilet, a strange man approached him at the urinal and assaulted him, while his mother waited outside, Fairfax Media reports. The brazen attack occurred around 4:30pm on Sunday at Main Street, Greensborough, when the boy and his mother left mid-film so he could go to the bathroom.

            Yes, I think many of these gendered confused people have been sexually abused in their past. This happened to several relatives of mine when they were young girls. Both are now gender confused…molested as youngsters and never able to come to terms with that awful abuse…never able to heal from it. In both cases it was someone they knew in the neighborhood. And…the molesters were boys who were themselves molested as young children.

            Why are we wanting to make it even easier for sexual abuse of children to happen? A child alone in a bathroom is very vulnerable. Yes, parents should be present with them, but some parents are not very responsible and don’t protect their children as they should. What about those kids? Those are the ones most at risk and we need to protect them and all children by closing the loopholes wherever we find them. Why open up a new one by allowing men dressed as women into women’s restrooms? Who is one to know if these people are really just gender confused or predators taking advantage of the new laws?

            There are countless deviant men in this world who will pretend to be transgender as a means of gaining access to the people they want to exploit. We will have no way of knowing who is who if all bathrooms are gender neutral. It is not only idiotic….it creates a dangerous situation for the vulnerable.

            I bring this statistic up because of the concern of pedophilia by trans-people. Perpetrators are known by their victims 90% of the time. The likelihood of child sexual assault or sexual assault, period, committed by a trans-person is highly unlikely. It’s MUCH more likely to be committed by a family member or someone within the family’s social circle. Bigotry based on fear is ignorance. And truth sets one free.

            Anne, That transgenders will be the perpetrators was not my concern. My concern is that, the real predators….pedophiles… will take advantage of these laws. Men pretending to be trans-genders will now have full access to children and young teens in the women’s restroom. Sexual assault could take place right there or the child could be abducted… lured out of the restroom by the perp by the very fact he is dressed and acting the part of a woman. It just opens up a can of worms and makes the world a little more unsafe for children. Why would we want to do that? Even if most cases of abuse is caused by someone close to the victim, even one case of stranger abduction and sexual assault is one case too many.
            We need to put the safety children (women, too) ahead of the so-called ‘rights’ for transgenders to use bathroom that are not consistent with their anatomy. Transgenders are a very small minority compared to the number of sexual predators on the prowl and the 1,000s of children they hope to gain access to. If we err, let us err on the side of safety for children not on the imagined ‘rights’ of a tiny minority. Too bad children are no longer a priority in our society today.

            If you’re concerned with the sake of the children, just use the restroom with them, it’s not a big deal and is a best practice anyway, regardless of sex. Where’s your stats to back up your assertion that allowing transsexuals use the restroom for their identifying gender increases sexual assault on anyone?             Anne, as I have already posted to gogo0, that does not protect children whose parents do not give them proper supervision. Not all children have good caring parents who are diligent in protecting them at all times. And even, with parents who are diligent, children have been molested in bathrooms. Look down to a comment I made to gogo below. One case I listed, the mother was right outside the door waiting for her two 10 year old twin boys. Right outside the door!… and the boys were molested in there. When boys reach a certain age, moms can no longer take them into the women’s bathroom. So they wait outside the men’s room. It did it myself. So, it can and does happen.

            The question is: Why are we working so hard to appease this tiny minority of gender confused people and putting the safety of our children at risk? I did not say the danger is necessarily from the transgender people themselves. The danger is from a policy that opens up a whole new way for pedophiles to molest children and get away with it….pretending to be a woman. It is insane and I am glad my children are raised. But I do worry about my grandbabies when they are old enough to use public restrooms.

            The solution that SHOULD make everyone happy (if they cared about someone else besides themselves) is the uni-sex bathroom…one room, one toilet or shower room off by itself…not connected to mens or womens rooms. You go in, lock the door, do your thing, come out. Nobody else is effected. No one thinks anything special about you one way or the other. I have used such restrooms. But, what this gender neutral bathroom business is really all about is the across-the-board full acceptance of the LGBT lifestyle….that is what it is really about. They want to force it on us.

            anyway, there are lockable stalls in men’s and women’s bathrooms. I don’t think anyone is planning on removing those. if you are concerned about the person next to you at the sink or mirror while putting on makeup, aka when their pants are not around their ankles, well, you may have to use a makeup compact elsewhere to maintain your privacy.

            as your last post demonstrated, children are already *not* safe from perverts in gender-specific bathrooms, even in churches -and a non-catholic one in your example, too! your scare tactics that unisex bathrooms will become popular places to diddle kids (despite not being the case elsewhere in the world) continue to be unsubstantiated.

That doesn’t have to be spelled out word for word in the Constitution. Women feel vulnerable in these situations. We do have a right to pee and undress in private amongst our own sex. I said nothing about lesbians in a women’s bathroom. But why would they be in there anyway….if according to you folks…they are really men, then they will want to be in the men’s bathroom. Right?

            I have never seen a single bathroom by law open to transgenders…but probably will soon with these changes in the law. We have had uni-sex one room bathrooms where people of either sex can go in and lock the door behind them. But no completely non-gender bathrooms that I know of. But, I do know that, as these laws are being enacted, we are, in fact, starting to see problems arising. These rulings are a predator’s dream. It will now be so easy for them to dress up as women and pretend to be trans…to get access to women to rape or to children to molest. There are already several stories in the news lately about this very thing happening. And there will be more of it as these laws overtake the land. The safety of women and children should be society’s main concern.
            Help should be available to those who want it rather all reparative therapies being outlaw which is now the trend. I doubt shock treatment would be the method used today for transgenderism or any other known mental problem. There is compassionate help available and should continue to be available for those who want to seek it. Many have come out of these lifestyles so it is not as hopeless as you make it sound. People should have a choice regarding therapy. No one need be forced to accept any treatment they do not want. But that does not mean it should not be available to those you do want it. Outlawing it completely….now that is what is totalitarian.

            We have cis men and women…they are born as a man or a woman and identify as such.

            Some men though end up identifying as a woman. They dress as a woman, get feminine hair cuts, try to pass as a woman, change their name and gender and are often attracted to men.

            Some women will dress as a man, get masculine hair cuts and do everything they can to appear to BE a man. It doesn’t matter if someone disagrees and says that they’re still a woman, they are trying to appear as a man…and it’s pretty likely that they’re attracted to women too.

            So..if we say that a person who is born a man but tries to pass as a woman MUST use the mens bathroom, then the people who are born as a woman but try to pass as a man MUST use the womens.

            I don’t want anyone who identifies as a man in the bathroom with me.

    I have no problem with sharing a restroom with a transsexual individual, or a heterosexual man for that matter. I’ve frequently worked in all-male environments where there were no separate facilities for restroom or showering (stalls) and I’ve never had a problem with assault or lewdness, nor have I heard of any complaints… As far as pedophilia goes, 45% of child molestation is committed by children’s own fathers/stepfathers, it’s much more likely to occur within one’s own family or neighbors. But if safety is a concern, go to the restroom with your child, probably a best practice anyway.

Yes, I’ve used common bathrooms in my workplace with no problems. Nudity does not equate to sexual immorality and I have no fear of it or transsexuals in the bathroom. Statistically, transsexuals are the least of one’s worries when it comes to child sexual abuse, it’s much more likely to committed by the child’s own parents. I don’t see a problem with transsexuals in the bathroom, nor do I see it conflicting with anything in the Bible about where to pee.     I wouldn’t have a problem with someone like Bruce Jenner using the stall next to me, I mean this has probably been going on a while and we never noticed. The problem stems from those who would abuse or take advantage of this for evil. If a big lumberjack 6’5 guy with a heavy beard comes into the stall next to me I might feel a little uncomfortable. The bill means they can’t ask you what gender you identify with and no one is monitoring the bathrooms. Any person can say whatever they want and abuse the system and people will always take advantage. Is there going to be more sex violence? You think there won’t? And not just against women but possibly for those who are transgender. Create a separate single use unisex bathroom.
