HOUSTON, Texas — A new video released by the Center for Medical Progress (CMP) reportedly captures the abortion giant Planned Parenthood explaining how it engages in “accounting gimmicks” to hide the compensation it receives for the bodily organs of aborted babies.
The video features Planned Parenthood Gulf Coast Director of Research Melissa Farrell outlining how the organization creatively receives reimbursement specifically for the babies themselves, above and beyond any administrative costs.
It also features invoices a Texas branch of Planned Parenthood sent to the University of Texas medical branch to show how the organization divides the costs into two categories, with the $25 “per specimen” fee being craftily labeled as “per consent.”
“We had two levels of invoicing for them,” Farrell explains in the footage, stating that the organization charged for obtaining consent from the mothers. “We had it worded as ‘per consent,’ because the consent process was the administrative part that we had to do. Then we had an overall ‘administrative fee’ for basically working it into the clinics themselves. And at the time, ‘per consent’ was 25 dollars.”
She then, however, acknowledges that “per consent” really means a charge per “specimen,” but that Planned Parenthood had to word the invoice a certain way due to ethical boundaries.
“[W]e technically can’t—ethically..,” she says, trying to find the words to explain. “Based on what I’m reading here, I think it’s paying for the specimen itself.”
David Daleiden, who poses undercover as a representative from a fetal procurement company, then remarks, “Right. On paper, it’s got to be massaged a little.”
Farrell agrees.
Later in the discussion, after Ferrell suggests that the organizations work “a la carte” to obtain whatever organs are desired, CMP investigator Sandra Merritt states, “I just don’t want to turn it into a situation where it’s not financially beneficial for you.”
“I’ll take you up on that,” Ferrell replies, laughing.
“Because that’s how we’re going to keep you happy; right? To make sure you’re financially growing your clinic, and however you need to say that (on paper), frame it on the other end,” Merritt says.
Ferrell agrees, nodding and saying yes numerous times.
The footage also shows remarks released in a previous video, where Ferrell explains that accounting for the baby parts is all “just a matter of line items.”
“If we alter our process and we are able to obtain intact fetal cadavers, then we can make it part of the budget that any dissections are this, and splitting the specimens into different shipments is this,” she says. “I mean, it’s all just a matter of line items.”
The documents obtained by CMP show that Planned Parenthood Gulf Coast charged the University of Texas over $3,700 for what it wrote on paper as a “consent payment” for 25 babies, but what Ferrell noted is “paying for the specimen itself.”
“The evidence that Planned Parenthood Gulf Coast charged exorbitant amounts of taxpayer money in exchange for fetal specimens that it provided at nearly zero cost is overwhelming,” Daleiden, who is expected to appear in court today over charges relating to his investigation, said in a statement on Wednesday. “Governor Abbott and Attorney General Paxton need to send a strong message that Houston’s children are not for sale, and they must immediately appoint a special prosecutor to hold Planned Parenthood accountable to the law.”
Daleiden’s attorneys with the Thomas More Society are working to have his charges dismissed.
“David used standard undercover journalism techniques to catch Planned Parenthood staff agreeing to alter abortion procedures to get more intact organs and tissue from aborted babies, presumably without telling their patients,” he said. “David also caught Planned Parenthood staff discussing how to adjust accounting line items to conceal profits from baby body part transactions. Planned Parenthood’s lawyers in Houston have now admitted they dreamed up and demanded the charges against David, apparently in order to distract prosecutors and the public from their own bad acts.”
