The Muslim terrorist group ISIS, or the Islamic State of Iraq and Syria, has beheaded a second American journalist in Iraq, according to video footage that is in the process of being analyzed for its authenticity.

The video, entitled Second Message to America, which was posted to social media sites on Tuesday, begins with footage of Barack Obama speaking against the beheading of journalist James Foley and vowing further action. It then shows Time Magazine journalist Steven Sotloff, whose life had been threatened in the Foley video last month, kneeling on the ground.

“I’m back, Obama,” states the masked executioner standing by his side, who is believed to be the same ISIS fighter who beheaded Foley last month, “and I’m back because of your arrogant foreign policy towards the Islamic State.”

“We take this opportunity to warn those governments who’ve entered this evil alliance of America against the Islamic State to back off and leave our people alone,” he states. “Just as your missiles continue to strike our people, our knife will continue to strike the necks of your people.”

Sotloff, who has been missing for the past year, also speaks in the video, making statements that are believed to have been mandated by his captors. His executioner stands with a knife in his hand.

“I’m sure you know exactly who I am by now and why I am appearing,” he states. “Obama, your foreign policy of intervention in Iraq was supposed to be for preservation of American lives and interests. So why is it that I am paying the price of your interference with my life?”

Sotloff’s mother, Shirley, had created a video just last week, pleading with ISIS leader Abu Bakr al-Baghdadi to spare her son’s life.

“Steven is a loyal and generous son, brother and grandson,” she said. “He is an honorable man and has always tried to help the weak. … We have not seen Steven for over a year, and we miss him very much. We want to see him home safe and sound and to hug him.”

While the authenticity of the ISIS video is still being analyzed, reports state that Sotloff’s family believe that he is indeed dead.

As previously reported, on August 19th, journalist James Foley appeared in similar video footage and makes a speech to his family that is likewise believed to be largely influenced by his captors.

“I call on my friends, family and loved ones to rise up against my real killers, the U.S. government,” he states. “For what will happen to me is only a result of their complacency and criminality.”

The ISIS fighter by his side also issues a warning to anyone that might interfere with Islamic rule, including Barack Obama.

“So any attempt by you, Obama, to deny the Muslims their rights of living in safety under the Islamic caliphate will result in the bloodshed of your people,” he threatens.

The latest video, released on Tuesday, now forebodes to take the life of British journalist David Cawthorne Haines if attacks on ISIS continue.
